The case management program within Knox County Sheriff's Office has a focus on individuals who have substance use disorder and/or mental health disorders, who are declared indigent by the court and who need some level of treatment and/or housing. This program started in 2017 and assists approximately 400 individuals per year. With only two case managers in 2025, we assisted 442 individuals back into the community with treatment and/or sober living

housing. In addition to making sure we assist individuals with getting into the proper level of care, we also help them find housing and provide them with clothing so that they can go to treatment with dignity. In 2025, we assisted 143 individuals with clothing needs. We would not have been able to help that many people with clothing if not for the support of the Westside Congregation. We are very grateful for the ongoing support we receive in helping people continue their recovery journey with fresh clean and frequently new clothing as they begin a new chapter in their lives.

This program changes the lives of many people as they transition from being in custody and back to the community. Not only are we changing the lives of those we serve as they begin their recovery journey, but we bring families back together and give businesses employable individuals. And sometimes that journey begins with some encouragement and a fresh pair of socks.
